MOD maps out £26bn Project Royal Oak naval bases rebuild

The Ministry of Defence has unveiled details of a £26bn programme to rebuild the UK’s three principal naval bases with a decade of marine civils, dockyard engineering and building work in the biggest naval infrastructure investment since the Cold War.

The ten-year Project Royal Oak programme will deliver new docks, waterfront infrastructure, engineering facilities, accommodation and operational buildings at HMNB Clyde, HMNB Devonport and HMNB Portsmouth as part of the Government’s £298bn Defence Investment Plan.

HMNB Clyde (Faslane) – £15.1bn

This receives the largest share of funding and forms part of the long-running Clyde Transformation Programme.

Key projects include:

  • Three new floating docks under Programme Euston for submarine maintenance.
  • New shoreside infrastructure supporting the floating docks.
  • A new off-site engineering facility to increase submarine maintenance capacity.
  • Modernisation of dock infrastructure.
  • New training facilities.
  • New accommodation for service personnel.
  • Long-term asset renewal and infrastructure management across the base.

This investment is aimed at supporting the UK’s nuclear deterrent, Astute-class submarines and future Dreadnought and SSN-AUKUS fleets.

HMNB Devonport – £7.1bn

The Plymouth naval base will undergo a major dockyard renewal focused on submarine support.

Projects include:

  • Upgrades to 15 Dock.
  • Modernisation of 10 Dock.
  • Work to 14 Dock to restart submarine defuelling operations.
  • New and replacement infrastructure across the naval base and dockyard.
  • Wider estate renewal and maintenance works.
  • Devonport remains the UK’s centre for deep submarine maintenance and supports the Continuous At Sea Deterrent, surface ships and the Royal Marines.

HMNB Portsmouth – £3.9bn

The programme will deliver:

  • Major renewal of waterfront infrastructure.
  • Docking and port infrastructure upgrades.
  • Modernisation of operational facilities.
  • Estate improvements supporting the surface fleet.
  • New and refurbished accommodation.

Across the three bases the MOD will also build new research and development facilities, training centres and out-of-water engineering infrastructure designed to improve fleet availability and support the next generation of Royal Navy vessels.
